Knowledge and Experience

  • Intermediate degree in business management or other relevant field, Bachelor’s in management preferred
  • At least 2 years of work experience in similar types of positions. Prior experience in non-governmental organization preferred. 
  • A clear understanding of program support, office management, procurement, administration, logistics ethics and donor compliance is essential.
  • Strong team coordination, listening, and consensus building skills.
  • Strong computer literacy with a full knowledge of office applications.
  • Strong organizational skills and demonstrated ability to multi-task and process information into action as to not delay program activities
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment

Essential Job Responsibilities

The specific duties and responsibilities of the Administrative and Finance Assistant include, but are not limited to, the following:
Administration

  • Assist Admin and Finance team for efficient and effective general administration management.
  • Ensure well established and maintained documentation filing systems for office correspondence and admin and log related official documents. 
  • Assist procurement of Office Supplies and office stationery. Coordinate and maintain stock of stationery and office supplies at the Mercy Corps for the programs team.
  • Support to program staffs during program activities delivery. 
  • Assisting in the timely payment of office rent, electricity, telephone, and other vendors payment.
  • Assist the Admin & Log officer for Fleet Management which includes vehicle request management, repair and maintenance, Insurance, renewal etc.
  • Assist the Admin & Log Officer to Implement and manage relevant logistics systems which includes Inventory, warehouse, and transportation management.  
  • Assist the Admin & Log Officer for the Asset and Inventory Management.

Procurement

  • Assist the Procurement Specialist to coordinate with HGSFP partner NGOs for procurement plans and provide necessary support for the effective and efficient implementation of procurement activities.
  • Administrative and Finance Assistant will provide support for the follow up with PNGO’s and other key stakeholders to track status of Supply Chain Management.
  • Assist the procurement specialist to update and maintain HGSFP supply chain management information database at PNGOs level under the guidance of the procurement specialist
  • Collect the procurement plan from the program and make necessary arrangements for the procurement of goods and services as per the procurement plan under the guidance of the procurement specialist.
  • Assist the Program Teams and Admin & Logistic officer for source to pay (S2P) which includes support in purchasing, receiving and payment to supplier/vendors.
  • Assist the Admin & Logistics officer to maintain up-to-date procurement files based on PR numbers.

Finance and Compliance Management

  • Assist financial monitoring of IPO’s and fund request review under HGSF Program and other as per requirement.
  • Assist program team to ensure all required documents and Code before submit finance for the settlement.
  • Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
  • Ensure compliance with donor and Mercy Corps regulations related to the program.
  • Ensure that all relevant business transactions/relationships are transparent and in compliance with the law of land and, MC Nepal/donor policies. 
  • Ensure all internal control procedures are adhered to and that necessary measures are put in place to ensure high standards of accountability and compliance. 
  • Work closely with finance/compliance to mitigate fraud, conflict of interest and legal ramifications of Mercy Corps activities. 
  • Support and orient on MC Code of Ethics and uphold Mercy Corps’ Zero tolerance of corruption policy. 
  • Support on financial audit as when required

OTHERS

  • Mercy Corps as a humanitarian agency is expected to respond as and when a crisis and humanitarian situation engulfs. As an MC employee all staff are expected to be part of humanitarian and emergency response in addition to their regular roles and responsibilities.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Conduct themselves both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.
  • Other duties as assigned by their supervisor and or Country Director.

Accountability

Reports Directly to: Administrative and Logistics Officer- Dhangadhi Office with a dotted line to Procurement Specialist

 
Works Directly with: Program Manager, Field Manager, Technical Team, MEL team, Admin & Logistic Officer, Finance and Compliance team.
