ROLE PURPOSE

Landslides are among the most prominent and recurring hazards in Nepal, often resulting in disasters. Most of the rain-induced landslides occur during the monsoon season (June-September) when Nepal receives 80% of its total annual rainfall. However, shift in rainfall patterns and increased intensity and frequency of heavy rains is contributing to landslide events beyond the Monsoon seasons. Additionally, heavy rains might reactivate earthquake-induced landslides. At the moment, available precipitation forecast data include Nepal’s Department of Hydrology and Meteorology (DHM) 3-day and 5-day lead time forecast, and RIMES forecast. The information is not disseminated to the Local Governments, communities and households. Additionally, no risk data are available at the local level. The proposed project will develop a system that will help trickle down the precipitation forecast data, and ensure its contextualised and actionable to affected communities and households. Together with the precipitation forecasts, the tool will provide household (HH) level categorisation and early action planning to landslides risks based on HH vulnerability and capacity so that anticipatory actions will be targeted on the basis of actual and specific needs considering exposure, gender, age, caste, and other specific identities of the affected population rather than taking a blanket approach. The proposed project will develop tools that will involve the development of a digital application for the optimal integration of gender sensitive digital Vulnerability Capacity Assessments (VCA) and gender sensitive Household Disaster Preparedness and Response Plans (HDPRP) with precipitation forecast information as the basis for the Community Based Landslide Early Warning System (CBLEWS). The CBLEWS will incorporate gender considerations – e.g. setting threshold, triggers and messages will be informed by various groups to ensure warnings are received, understood and acted upon by all groups depending on the HDPRP – and will trigger a warning when the threshold of rainfall increases to hazardous level in proposed landslide prone locations. Strong gender considerations will be integrated into the whole process, also including the VCA conducted, and customised HDPRP. 

Project Coordinator is responsible for management of specific project related to anticipatory action for disaster management (landslide) and support for other emergency preparedness and response projects as and when required. Engage with Emergency Response Manager (ERM), Senior Technical Advisor- Climate Change Adaptation and Disaster Risk Management (STA-CCA &DRM) for implementation of the activities mentioned in project documents. Engaging with Business Development (BD) team, s/he will ensure meeting Plan and/or donor compliance and timely reporting. Furthermore, she/he will be responsible to manage overall field implementation of the project at the proposed district level. Project Coordinator will represent Plan in various forums in the respective sector/s; clusters at province, district; local government at rural/municipal level; other relevant stakeholders and likeminded organizations in province, districts and local government.  The position will also work closely with the Monitoring, Evaluation, Research and Learning team of Plan International Nepal on data management, capture the evidences and reporting of the specified project and other DRM, Humanitarian interventions.  

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

• Bachelor degree in Disaster Risk Management/Risk Reduction, Environmental Management, Natural Sciences, Community Development, Social Sciences and/or International Development with minimum 4-5 years of experience in a Coordinator role including grants management.
• Master degree in Disaster Risk Management/Risk Reduction, Environmental Management, Natural Sciences, Community Development, Social Sciences and/or International Development at least 2-3  years of experience in  related sector
• Experience in project implementation, partnership management, government engagement, designing / managing of integrated Projects. 
• Sufficient knowledge on community based disaster risk management (CBDRM),  multi hazard Early Warning System (EWS), disaster risk management (DRM), humanitarian response, of Nepal with current plans, policies and strategies. 
• Strong knowledge and experience working with government stakeholders on DRM 
• Proven knowledge of budget tracking and management.
• Knowledge of monitoring and evaluation of integrated Project.
• Understanding of Nepal’s national disaster management structure, systems, plans and priorities including sectoral emergency preparedness and response mechanisms. 
• Experience of using web/mobile based tools for vulnerability and capacity assessment with knowledge of Geographical Information System (GIS)
• Experience of mainstreaming DRR into development plan of the respective local government.
• Extensive experience and expertise in DRR models and methods of training, facilitation and capacity building, project management and organizational development for staffs and communities
• Thorough understanding and experience about the DRR and humanitarian sector, local project management and contextual understanding of the geographical landscape and associated multi hazards. 
• Experience in networking/engaging with key actors.
• Good knowledge of written and spoken English.
• Ability to establish and maintain effective relationships with colleagues, a variety of team members and external contacts, through good written and spoken communication skills

Desirable

• Good understanding of the processes by which you achieve policy change and of how to conduct power and political analysis.
• Ability to plan work and meet deadlines when working under pressure on a number of projects.
• Commitment to Plan’s values including the rights and needs of children. 
• Experience of working for an international organisation.
• Knowledge of disaster recovery including Cash and Voucher Assistance (CVA) programming with Nepalese context.
