ROLE PURPOSE

USAID Education: Equity and Inclusion is a five-year project set to implement in Karnali and Madhesh Province with the objective of contributing to reduce barriers to access and retention in grade 6-10; improve quality education for marginalized children; and ensure quality implementation of disbursement linked indicators related to equity and inclusion activities under School Education Sector Plan (SESP). The project will be implemented in approximately 1800 schools spanning 215 local governments (LGs) across 18 districts of Karnali and Lumbini Province.

The Technical Advisor of the USAID Education: Equity and Inclusion project will work under the direct supervision of Deputy Chief of Party (DCOP) of the project. The Technical Advisor of the USAID Education: Equity and Inclusion project will lead Objective 3, developing and overseeing the implementation strategy of Government of Nepal disbursement linked- indicators (DLI). Through frequent field visits, s/he will support Equity and Inclusion Supervisors based in local government and enhance capacity of partners and government stakeholders on data collection, analysis and reporting on education equity and inclusion related indicators. The advisor will also coordinate with government institutions especially MoEST, CEHRD and province and local government (as per required) to ensure quality implementation of disbursement linked- indicators (DLI) related to equity and inclusion activities under the School Sector Education Plan (SESP). Work in close coordination with MoEST and CEHRD on a rapid review of the systems and procedures for measuring tools, approaches and reporting on the equity and inclusion related DLIs, determining what is captured in Integrated Education Management Information System (IEMIS). Coordination and support to strengthen administrator’s and official’s capacity to develop, implement and assess education and equity related activities. Support for monitoring of ongoing equity and inclusion related DLI activities. The advisor may  also need to represent  at various project coordination mechanisms  including the steering committee and local level committees.  

Coordinate and lead annual DLI workshop with the government counterpart to review the progress and sets the targets on equity and inclusion related DLIs. Support to strengthen system for reporting on disbursement linked-indicators, develop tools and checklists, explore the use of a dashboard to show the progress. Liaison and work with Government of Nepal (GoN) counterparts (MoEST and CEHRD, provincial education directorates) to map out the involvement of other actors active in the DLI and other education spaces in the two provinces Madhesh and Karnali. S/he leads to strengthen coordination mechanisms for the collection and reporting of DLI data from local government to province and national levels and ensure the availability of data for strategic decision making. S/he leads coordination and support to improve monitoring and reporting of equity and inclusion-related data.

S/he will be responsible to provide support to roll out the Equity Strategy Implementation Plan (ESIP) in the project targeted schools. S/he provide on-the-job training, mentoring, collaboration, and applied, real-time troubleshooting through Equity and Inclusion District Coordinators working under the USAID Education: Equity and Inclusion project. 

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Education qualification and experience

  • Master’s Degree in Education (preferable), Social Sciences, Development Studies, Gender & Development Education or in relevant field.
  • Minimum 10 years of experience in monitoring, evaluation, learning and research preferably with USAID programs in Nepal.
  • Significant experience in liaising with respective government in education sector.
  • Expertise in applying data-driven decision making, with a firm understanding IEMIS system and education indicators. 


Knowledge

  • Advanced knowledge and experience of international and national education program, guideline and policies;
  • In depth understanding about the Nepal government priority program in education and related policies and plans;
  • In depth knowledge about School Sector Education Plan (SESP) and the role of development partners in its implementation.
  • In depth understanding about the issues of equity and inclusion (EI) in education and EI related DLI;
  • Firm understanding of USAID’s Collaborative, Learning and Adaptive (CLA) mechanisms and approaches.
