Qualifications:

Education

• Bachelor’s in Civil/Sanitary Engineering, OR
• Civil Overseer with Bachelor degree in any field, OR
• Civil Overseer with more than seven years in rural WASH, preferably in Terai area. OR
• Bachelor (minimum three years course) in Sociology, Social Work, Rural Development.

OR,

Work Experience

• Four years of progressively responsible professional work experience in the international development organization, UN, Nepal Government, NGOs or private sector. Field work experience in rural WASH, specifically in Province No. 2, will be an asset.
• Additional training in Health Education or Communication for Development (Programme Communication) focusing to WASH, will be an asset.

Technical/Social Knowledge

• Good technical knowledge on the theories, principles and methods in the programme planning, implementation, robust monitoring and reporting using computer software, e.g. excel.
• Have proven track record of managing and presenting data in information in Microsoft excel, word and PowerPoint (non-negotiable).
• Project management for new and rehab water supply projects, appropriate water supply and quality technology, functionality/sustainability of water supply and sanitation, WASH in schools and health care facilities, community based sanitation hygiene education.
• General knowledge of methodology of programme /project management, programmatic goals, visions, positions, policies and strategies for sectoral programmes.
• Knowledge of human rights to development approach, gender/disability issues, specifically relating to children and women, and the current UNICEF/ Govt’s position and approaches.
• UNICEF financial, supply, reporting and administrative rules and regulations.

Language Proficiency / Computer skill

• Proficient in speaking/writing in English and Nepali; Maithili/Bhojpuri is an asset.
• Good computer skill in Excel, Words, PowerPoint, 

Other

• Has two-wheeler driving license and holding own motorbike is an asset,
  
• Female, people from disadvantaged/marginalized and indigenous community are highly
  encouraged to apply.

Background:

UNCEF’s WASH programme in Province No. 2 has been comparatively larger which is under second phase of Accelerating Sanitation and Water for All (ASWA-II) funded by FCDO (the former DFID). The geographical location of ASWA II is in 44 Palikas in eight districts, Province No. 2 and its implementation was started in 2018 and will end in December 2022. WASH programme coverage in Province No. 2 was extended to 44 Palikas in initial stage of ASWA II and the programme implementation being carried out through Palika and provincial governments and also though NGOs, as per need, and in coordination with concerned Palika/stakeholders. Now, the number of ASWA II programme Palikas is gradually shrinking with completion of the target specially on sanitation but programme Palikas under other funding sources remain as focused are in the remaining period.  

Over the last couple of months, the progress of ASWA II has been challenged by COVID-19 pandemic, which lowered the progress rate. The output target of WASH in Institutions, Water Supply, WASH Plan, Palika wide MHM and Palika/Ward level monitoring capacity are doing very less progress while the output of community/household sanitation are almost meeting; the coverage for sanitation focused activities for the remining targets include: household sanitation – 31,000 in 12 Palikas; Certification of ODF community – 158 (through Palikas); WASH Plan – 16 Palikas (20 are already in implementation through Province/NGO); Water Supply – 17,000 people (8,000 already in implementation in seven Palikas through NGOs); WASH in Schools – 10 (40 already in implementation through NGOs in 24 Palikas). Considering the challenges and low capacity of Palika for implementing activities for those poorly progressing outputs, UNICEF has been mobilizing eight NGOs since January 2020.  This support package to NGOs do have adequate number of social/technical staff and their works are monitored/supported by field office WASH staffs and by a dedicated project engineer from UNICEF side. The NGOs are now gradually resuming the works with protective measures/caution, as the lockdown is relaxed and it is anticipated that the work progress will meet the given target within the stipulated time. 

On the above context, UNICEF Janakpur field office foresees that the additional human resources would be required to facilitate the programme in selected working Palikas so that to swiftly meet the annual targets. As the value for money (VfM) is a heart of the programme efficiency and effectiveness and the ASWA II fund balance is in critical stage, the duration of this extended human resources will be for 6 months, but with a provision of review (at 4th month)  for systematic downsizing/exit. This review is a mandatory step to be pursued jointly by NCO and Field Office for setting future course.
