Terms of Reference to strengthened COVID-19 response and  Cluster Preparedness and response: “Information Management Officer”

Duration: 

The duration of the contract will be for a maximum of 6 months expected to extend based on requirement and subject to good performance. The Contract is expected to commence as soon as possible. 

Objective and Tasks:

The overall objective of the consultancy is to provide technical assistance for information management for COVID-19 response and for different cluster preparedness and response work related to Emergency Preparedness and Response (EPR) at different levels (federal, provincial- especially province 2 & 5, and local levels). 

Consultant will report to DRR & Emergency Section and work closely work with UNICEF co-lead clusters and government counterparts related to COVID-19 and EPR. 

Tasks:

Part I – COVID-19

  • Support for strengthening the information management and reporting system.
  • Support DRR & Emergency Section on preparation of situation reports, humanitarian action for children and donor reporting. 
  • Prepare 1 or 2 pager infographics and fact sheets for COVID-19 response.
  • Coordinate with IMOs of clusters/sector members at federal level and provincial levels. 
  • Quality checks of cluster information products such as 3/4 Ws, fact sheets etc. 
  • Participation in the IMWG meting led by UN RCO at the federal level and Ministry of Internal Affairs and Law at the provincial level as and when required. 
  • Contribute to social impact study/assessment
  • Any other relevant tasks assigned by the supervisor as emerged 

Part II – Regular Emergency Preparedness and Response (EPR)

  • Establish a robust information management system for preparedness and response
  • Streamline/link the information management system with other sector/clusters (pre-crisis and response) 
  • Strengthen the collection and analysis of baseline and pre-crisis data for children and UNCIEF related sectors (such as WASH, Protection, Nutrition, Education etc) 
  • Prepare 1 or 2 pager infographics and fact sheets for different clusters  
  • Participation in the IMWG meeting led by UN RCO at the federal level and Ministry of Internal Affairs and Law at the provincial level as and when required. 
  • Organize regular meeting as IMOs of clusters/sector members at federal level and provincial levels.
  • Support to the provincial zone offices (province 2 and 5) on information management, 1 or 2 pager infographics, fact sheets, 3W/4W mapping for cluster preparedness, UNICEF is focal point agency in province 5.
  • Develop app based assessment tools for WASH, Protection, Nutrition and Education clusters 
  • Formulation of agreed capacity development plans in information management, assessment,  building capacity of cluster members and maintain rosters. 
  • Any other relevant tasks assigned by the supervisor as emerged 

Key Qualifications and Experience

  • Academic Qualification of Masters’ degree in relevant field or equivalent.
  • Should have related experience on preparedness and response of more than 5 years. 
  • Should have sound knowledge on data analysis, information management and GIS.
  • Experience in emergencies, and different clusters. 
  • Prior UNICEF and UN experience will be preferred.
